New York City has complete control over the regulation of the yellow taxi industry, but has failed to make more than a tiny percentage of cabs accessible to people who use wheelchairs. Opposition to the measure completely misunderstands the relationship between regulation and innovation: regulation doesn't merely codify what an industry has voluntarily decided to do, regulation is what spurs and industry to innovate in the first place (as with seat belts, mileage standards, air bags, etc.).
New York should be a leader in making all aspects of the City friendly to people with disabilities. Instead, the City has stubbornly lagged behind (London, by contrast, has had a completely accessible fleet for years).
