The main narrative.  Try crossing out those portions of the IP that either merely report on developments or explain why things can't be done.  If you then look for concrete commitments and planning, you'll find that you're not left with much beyond the already-existing obligations set forth a year ago in the Consent Decree.  Compare the number of "Westchester shalls" in IP3 with much larger number in ADC's Draft IP from March 2010.

How to draft a Model Ordinance that, among other things, is supposed to push municipalities to actively further implementation of the Consent Decree through land use regulations can manage not to prescribe additional zones where multiple family dwellings are permitted.

Letter from County to Monitor identifying different types of funding that the County controls in whole or in part.

Try to see how much of the form tries to garner information about demographics or about how uses other than that permitted by existing zoning could help achieve Affordable AFFH Units in locations that maximize desegregation potential.

Read closely and you'll see that locations without large numbers of African-American or Latino residents are included so as to dilute the impact of affirmatively marketing in locations that do have large numbers of African-Americans or Latinos.

Outreach remains limited, and there is apparently no interest in educating the public about the requirements of the Consent Decree.
