NYC Human Rights Law

The intent of the New York City Human Rights Law (City HRL) varies considerably from that of its state and federal counterparts.  The differences can only be fully appreciated by understanding the legislative history of the law as it has been amended over time, particularly the 1991 and 2005 amendments. The list below provides text and legislative history for each amendment from 1991 to the present.  The 2005 Local Civil Rights Restoration Act, the comprehensive 1991 amendments to the City HRL, and Local Laws 35 and 40 of 2016 are listed first; thereafter, the amendments are listed in reverse chronological order (most recent first).
